We have found that IC CDO has a tremendous vision for data-centricity and sense of urgency to make it happen. An important question to ask is "Why now?" As we see it, the right confluence of national security challenges to drive change, the constant evolution of IT, and the necessary technology breakthroughs to enable rapid advancement now exist. We can now dramatically increase how fast we can generate insight from large, disparate data sets. As a government leader recently said, "enabling access to high-quality data that fuels technology like AI for responsible, trusted results is a strategic imperative."
At the scale the IC operates at, this requires data infrastructure that provides an exponential improvement in price/performance because human analysts and machine algorithms can't be waiting around to access the data they need. Human skills are precious and machines cost $. We need exponential price/performance improvement because the budget does not and will never exist to pay for the exponential increase in cloud consumption that would be needed without such an advancement to deliver rapid time to insight from exponentially growing data.
Not only do we need unprecedented speed and efficiency at scale, we need to be able to organize data using semantic representations (open, not proprietary) of the data that algorithms (no black boxes) can understand. This way we can rapidly connect the dots to extract insight at massive scale. The whole thing will also need rock solid digital trust that doesn't impede performance.
