U.S. Air Force Commander and Chief Listening Officer Sean Kern made comments on a Defense Scoop article regarding the Air Force needing more software developers for modernization efforts. I believe they are right on target. However, the Air Force has to get the data layer right so they can rapidly create features:

1. The data layer needs much better price/performance than traditional data management platforms provide.

2. The data layer needs to be able to index/catalog data at incredible rates at massive scale. No more dumping unorganized data into data swamps. These comments from General Jim Slife are right on target.

3. Zero trust security needs to be built into the data layer engine to simplify security for all other layers of stack.

4. Massive quantities of data need to be organized in a way that facilitates rapidly connecting the dots in the data. Without this foundation, delivering many meaningful capabilities per day will be extraordinarily difficult.

To add to what the 2017 Defense Innovation Board stated, we have reached the limits of hardware and the available electricity to brute force through data; future competitive advantage will be derived by massive software improvements in the data layer, specifically for indexing/cataloging/querying data at scale.

For example, if China can't rapidly extract actionable insight because their data is unorganized in a myriad of massive data swamps, but the US has exquisitely organized information that's instantly accessible to humans and machines (including AI) at massive scale, which side will have information dominance? So what's the most important technology improvement needed for U.S. national security? The answer is indexing multidimensional data at massive scale as rapidly and cost efficiently as possible. It is so important, there should be a Manhattan Project focused on it.
